You can swap whatever you want on your hotbar. It just won't have the extra progression from skill levels, so you can do whatever whenever without losing progress. I'm sorry to hear you're fricking stupid and never actually tried to change anything on your hotbar.
His point is about having to re-level skills. Which yeah, it's not that bad, but it shouldn't be a problem because Lagon's hitbox shouldn't have been fricked for so long.
