It's actually really simple. Western games have no emotional impact, so it doesn't matter what music they use, you don't remember any of it.
When I hear a track from some JRPG, I remember the boss fight. Or I remember wandering around the overworld map. There are good tracks in western games, but as they aren't linked to anything, you just get slightly catchy beats.

Japanese video game music is given a lot of effort because they don't see it as "video game music" but simply music. It's also part of the reason why Japanese animation gets good songs from Japanese bands and Western animation does not.

Westren game music use to be as good (on the technical side of things, it was even better of utilizing sound hardware), but they lost the plot and started treating video game music the same as music for cinema
Which leads to tracks that work in context to elevate the visuals, but that you're never going to want to listen to outside of the scene it's intended to accompany

What's mindblowing about how bad this track is, is that not even 2 years ago Falcom put out this incredible final boss theme.
What the frick happened?
Falcom's inhouse sound team fell apart mid-way into the 2010s because of drama, so the composers who remained were all contract composers (some of whom have been composing for the series for over 20 years, but still), but because Falcom Sound Team's a former shell of itself more and more tracks were given to the contract composers and more contract composers left over recent years, meaning that more and more important tracks were composed by motherfricking Singa who's the worst composer I've ever seen in a relevant/mainstream JRPG title.
It's also why Kiseki music largely been lacking in leitmotifs and consistent musical theming for like 8 years now, the contract composers do whatever they want and have less communication.
Jindo's the only saving grace of modern Falcom music and even he's a contract composer.
