Overall the game is pretty ok if you like warhammer
I haven't bothered with any of the DLC because they all seem overpriced for the content. Maybe if there was a proper campaign mode, new races would be more appealing but I don't see myself ever taking a turnbased eco/citybuilding game into online multiplayer and that really just leaves AI skirmish as the game's main content.

Some multiplayer rooms have simultaneous turn based turns. So matches go by very quickly
DLCs 1 to 7 each require only a text file called Supplement#.dlc in the data folder containing text "Supplement#" where # is a number from 1 to 7. Same with Lord Of Skulls that needs LordOfSkulls.dls containing LordOfSkulls. Following ones are encrypted but you can just install a GOG version from any torrent and drop the rest into your Steam folder. I think you'll be fine, at least as long as you are not playing in MP.

Spess mehreens have razorbacks as a DLC unit and chaos have chaos rhinos but the unit pack dlcs are absolutely not worth the money, even on sale.
And yes most faction rosters feel anemic with iconic units either relegated to DLC or else put in such an awkward position tech-wise that they're rarely worth using and usually stranded in the closing turns of the game.

It's fun for a while but there isn't really a gap between stomping the enemy and getting stomped. The most dangerous thing you can do in the game is move 1 hex too far. That and the DLC rape, of course

does this game have anything special or interesting going for it compared to the 1000 generic samey 4x games out there beside the warhammer skin ?
It's not even really a 4x, it's basically just a hex wargame with 4x-like mechanics. It's designed so that for the most part a 'match' can be finished in a single sitting and feels largely like playing an oldschool RTS, but instead of realtime it's turnbased.
It's appealing mainly because it was just on sale for 5 dollars, not because it's a particularly good hex game nor a particularly good 4x.
The fact there is no voice acting in 40k game, and one that is so expensive, is fricking inexcusable. I did not expect this. Fricking modders have to do it themselves. Game is literally unplayable without this. It's so fricking dry and soulless.

It's pretty successful going by 40k metrics. The fact that its nearly gotten most of the tabletop factions in slowly as DLC has shown its still profitable on some level.
The fact there's modders at all is surprising.
