I'm pretty sure the average game is miles better than Zelda64. Z64 is just an overhyped game and people still think it was something groundbreaking when it wasn't.
1998 was literally the greatest year in the history of the industry, OOT couldn't have had higher odds against it
In order to actually surpass OoT, the game practically would need to be OoT, but better.
In principle, a game could be made that was original from the ground up and, through the immense talent and work of its creators, managed to surpass OoT in its shear quality and creative construction.
In practice, OoT is so brilliant in so many fundamental ways that actually accomplishing this would be a moonshot, but at the same time, OoT achieves its greatness despite having very serious flaws that could very much be viably improved by an 'upgraded' version of it that would flat out take it from already being easily the best game, to another level entirely where it so thoroughly surpasses everything else that beating it out would be virtually hopeless.

Zelda isn't overrated, as it really is the apex of all gaming in terms of the things it does uniquely well.
However half the series is straight up mediocre to bad, deeply flawed, or at least simply redundant and not worth playing, and if that's what you wanted to point out you'd be fair to do so.

It is overrated, especially everything past MM and especially BotW/TotK. It is not the apex of anything, OoT is a very inoffensive, well done fantasy adventure game. What does it do better than every other game? Nothing really, its combat is basic, its puzzles are basic, its story is there, its characters are there, its music is good. It just did everything well enough at the right time while the industry was coming to grips with 3D.
Zelda games are rather unique at managing character-environment interactions in a seamless way. Tools are weapons and weapons are tools. It's easy to give zelda for granted given its been around for so long, but there really arent many zelda-likes around because ut's just extremely difficult and expensive to make them. The only one that qualifies outside of the official games is okami, as far as im concerned. The 2D ones are a bit easier to replicate but even then most attempts fricking suck. For the record i tried lufia for the ps1 with lots of expectations and it wasnt remotely as good as most 2D zelda games.

Best 2D Zelda-likes I've played are Ittle Dew and especially Ittle Dew 2. Ittle Dew 2 does it better imho

Children think it's a really cool and "mature" fantasy series (that they're allowed to play while mommy is still in the room because there's no swearing) so they're infatuated with it, and as a consequence when those children grow up to become man-children they hold the series up on a pedestal due to nostalgia and fanboyism.

But to surpass majora's mask? Simple combat, no dark souls iframe bullshit. Compelling side characters to follow around and see how they live, Dungeons with a lot of interactive puzzles, some mysterious setting. Majora's mask is enough.
MM does sidequests well, but is inferior in everything else it does
MM's sidequests are so good because you care about the characters and story. MM's atmosphere is fantastic as well. I'd say it does those three things better than OoT too.
Eh, I feel like MM's atmosphere is a hodge podge personally. I feel like I would've liked MM a lot more if more of the game was about the side quests since I didn't like the dungeons in that game.
