It was both. Five years before MvCI, Marvel had cancelled an Avengers cartoon because it didn't resemble the MCU.
Even if they were limited to the MCU they had much better choices like Ant-man, Vision, Scarlet Witch or Loki, but instead we get fricking Bucky and Black Widow who are no different to your standard Resident Evil character. Also the Capcom side was equally lame, only 4 newcomers and 2 were DLC.

After a seeing a couple of posts in this thread suggesting that Ant-Man, Wasp, or Vision could've been in MvCI, I've just realised how weird it is that they weren't playable considering how much attention this game gave to Ultron. You'd think Ultron's creator, the woman Ultron based Jocasta on, and Ultron's own creation would've all been playable as well.
Still had Power Stone, Breath of Fire, Rival Schools, Warzard, and a bunch of other games left including characters who were in the 2D games and kicked out for MvC3 like Captain Commando and Jin.

The main reason I included Miles was just because he's my personal favourite Capcom character, and just sort of threw him in there for that reason. I would be fine swapping Miles with someone else like Tron Bonne, as I do understand he wouldn't have the most unique moveset and I only really chose him purely out of personal bias. I do think Miles could use logic chess in his moveset to help distinguish him from Phoenix, plus what this anon said
I guess Edgeworth is the opposite to Phoenix, where he starts off strong, but gets weaker over time if his opponent has a strong defense
so I do think Miles could still be a relatively unique character. However I mainly want Phoenix and Franziska, Miles is more of a bonus.
The character select screen in this game always blew my fricking mind. Not only does the screen have absolutely ZERO animation to it, with it just displaying static jpegs, but the images used for all the characters are FRICKED UP. Every picture is a render of the in-game character model, and it looks like shit. But they didn't HAVE to use the character model, it's just a fricking picture, they could have rendered it however they wanted to make it look good, but they didn't even bother, they just screenshotted the model and called it a day. Really think about that for a moment.
I'll be mad until I die that Jedah's first new playable appearance in nearly 20 years was Infinite when his last one was fricking Fighting Jam. Is that just what Jedah unintentionally became? The red flag that the game he's being put in is going to suck?
MSHvSF and MvC3 were the only ones with great rosters. MvC cut Cyclops and MvC2 was pure bloat that really fricked things up by being the wrong kind of 4-button fighter.
