What are some games where you have to manage supplies to your bases and armies? And preferably you should be able to starve the enemy by cutting off said supplies. Pic related, can't think of another RTS like that.

For the first point Hearts of Iron and Shadow Empire technically fit the bill, they do so poorly however. For the second you can only do it on small scale to pockets of the enemy in hearts of iron. in shadow empire the ai doesn't follow the same rules. I wouldn't play either expecting a deep, interesting or strategic logistics system, you'll be disappointed.

the game isn't hard, most difficulty come fro starting(rng based) position, ui is usable(barely), its just most game subsystems is made backwards and kept together by duck tape and prayers and most systems barely(if at all) work with each other, and what is worst its boring
i think the whole game is a big fricking shitpost because i refuse somebody is that moronic to project it that badly and still make it work
Hegemony Gold and Hegemony 3(didn't played this one tho)
food supplies are really important in Heg Gold tho
occupied cities with no food revolt, units starve and you can use it against AI as well
once I couldn't conquer some island as it had really small landing beach and my troops get blocked by hoplites and bombarded by city and light units when I tried to land and siege it
then I blocked it and then when they were starved just beat them up
your army failing when you lack food is also a thing
Hegemony Gold is the really important one, you can lose campaigns badly if you don't prepare your supply lines in advance and can do the same to the enemy. Make sure to plan things out and you get to see the reward. Having played Hegemony 3 its a lot dumber, because of the sandboxy nature of it and the AI there's rarely any actual sieges anymore. It seems like they kinda intended for players to make their own, more interesting maps. There was gonna be some DLC released for it, but the devs went dark on everything a few years ago.
tbh in Hegemony Gold Ai can't really attack with massive armies, most of the times its just end raids

if you're talking about units requiring constant upkeep in the form of food/money/gold/resources, you can try
>cossacks european wars - units and buildings require constant upkeep in terms of food, iron, wood, units consume resources with each shot, etc. so you have to make sure your resource production back at home is constantly running or units start losing health/dying, gunpowder units can't fire, buildings start losing hp, etc. and you have speedy units that you can use to raid fields, mines and so on.

Ask me how I know you never played RoN. All Russian bonus does is preventing early rush, since your units will die before reaching enemy.
You're not wrong, but it is fun to play a conquer the world where you own basically everything by the end and with the right mix of wonders and quick expansion you can island the enemies cities and have fun slowly picking them apart. Doesn't need to be Russian but it helps.
Also in Homeworld the smaller ships can run out of fuel and become stranded which can be played tactically.

Earth 21x0 series. Your units need resupply on regular basis. Overstretch and you will end up with force that has no bullets to continue fighting.
2150 aerial resupply is some absolutely fricked pathfinding. Im not sure if I would recommend it for that mechanic specifically as it is kind of fundamentally broken at a certain scale and tech level and I think theres a weapon that leeches supply too? maybe ww3 black gold is less annoying in that regard. microing large armies and resupply in e2150 becomes a logarithmic time trap but with less units you start to realize how deep the game is. a shame really it does alot of things so well for a game locked to a grid
Warrior Kings has a simplified supply mechanic with ranged units mostly, however localized resources are a thing as well. Every town has a localized resource total stored in a warehouse and has to create trade routes with other towns. I enjoy celtic kings and warrior kings for similar reasons but completely different approaches.
I see Hegemony technically Homeworld Classic uses a fuel system for lighter vehicles to keep carriers and support relevant near front lines.
I know theres quite a few vehicular RTS as well with supply systems but i havent played many. I ended up on a rabbit hole again maybe Fate of the Dragon

Nemesis of the Roman empire, also goes under the names Imperivm and Celtic Kings. Nemesis is the best of the bunch imo. Theres really nothing like it to compare it to, just try it yourself if you're into retro RTS

Man I used to love this game, i played it too much, it's not perfect but it's a good alternative to the big RTS games we already know
