mafia is overrated. and i do mean its the racing games fault.
scarface is actually underrated.
as for RTS, there was Gangsters: Organized crime which wasn't too bad
It plays like a generic TPS in the remake, I resent that. The original was actually super punishing with the recoil and could kill you in the blink of an eye.

No surprise here, it was built on the foundations of a tactical shooter/strategy (Hidden&Dangerous).
The Godfather was pretty damn good, had it on Xbox. However, I believe the 360 version is supposed to be the definitive port iirc. It has better textures and frame rate than the PC port, which shares it's assets with PS2/OG Xbox.
Unless there is some fan patch out there, there is probably little reason to play the PC port
For a game no one ever talks about try Nocturne for the PC, one of the levels is 1930s Chicago and your killing vampire mobsters. It's a pain in the dick to get running on NT windows though, it's the game that pushed me to build a Win9x computer
Max Payne 1 + 2

Weird, but the setting probably produced more strategies than action games.

WHEN THE FRICK
Anybody play this? It's on steam but the reviews are kinda bad. Looks cool though.

anyway it's good
I just discovered it was on sale for 50 cents on gog so I just bought it
It's the worst of Spellbound's commando clones. Play Desperados or Robin Hood: Legend of Sherwood instead.
The remake is much better
