Vic is American-Dominican, and he's fully black in VCS, although strangely, his appearance in VC makes him look like some sort of caribbean/latino mulatto.
What's weird is that Vic and Lance's mother, which shows up for one mission, is a white cokehead, so they're supposedly half-breeds, which they clearly don't look like.
