I'm not gonna say "best" but I have a soft spot for Wizard of Legend for a cozy Avatar-bender-type game I go back to occasionally when I'm not in the mood for whatever I'm currently playing.
It's not the best by roguelike players standards, but it's the most fun one I've ever played. Called Rogue's Tale. It's very user friendly as far as controls and basic mechanics go, but it is soul-crushingly punishing and brags like a child every time it oneshots you from behind a corner.
Nonetheless I am approaching 500 hours in it.
Also Wizard is nice but it's an action lite. This isn't about pedantics, Wizard is just an action game rather than a turn-based dungeon crawler so it helps to clarify things for those who might be looking for games.
I wouldn't say I assume turn based when thinking roguelike, but the core run based loop is where I make the association, and the dungeon aspect is there as well, though it's randomized to an extent. Beyond that I assume peeps can ask questions or do research to learn more if they're considering it for themselves.
The distinction goes that it's a like of it's turn-based and grid-based, and if it's just permadeath then it's a lite. Research is nice and all, but it gets cumbersome and discouraging trying to look up every single little game to confirm or deny whether it's a K or a T just because anons didn't stick to conventions in their posts.
Follow my advice or don't. I presented my case and don't feel like dragging this conversation out when we could be talking a out videogames instead.

It doesn't have the fluff like genshin. It just gets into the story right away, and the writing is a lot better as well.
I think Simulated Universe gets unlocked at the first world.

For a traditional roguelike, I like Brogue for it's simplicity and the fact that despite using ASCII graphics it's very clear and aesthetically pleasing thanks to it's lighting system.
If you want a modern "roguelike" game then I've been enjoying Chronoark, it's card based like StS but based around building a party of 4 each run. MC is a cute little girl and the story is surprisingly good for a roguelike card game.
