i don't think anything of the sort is really implied besides with wyrdeer, they're probably gonna bring the other non-regional evos back in future games as regular mons and just didn't in SV because they were in development at the same time as PLA

normally yeah it's pretty easy to tell when more than one person doesn't like something, but it's very easy to tell when one specific person REALLY doesn't like something, they always say the same things in the same way even when they don't make sense, like the magnezone guy. you see it around and you start to recognize it.

But he's right, almost all gen 4 evolutions ditch the original themes to pursue the "rule of cool".
Magneton is "another three-headed Pokemon" because it's three magnetic bodies joining together and firing combined attacks. Then they become a UFO because it's cool and sci-fi.
Same as the Oni Pokemon becoming gorilla man and flamethrower man, or Porygon ditching the upgrade theme to become evil and corrupted.
Even Togetic was supposed to get a "rule of cool" evolution by becoming dragon-like.

Because Basculegion evolves from a Basculin variant called White-Striped as opposed to them being called Hisuian Basculin, which implies that the white bass exist in other regions too. Kleavor (and Ursaluna) evolve from an item which may or may not exist in the modern era.
Nobody said there was an extinction
The impression I got from Teal Mask is that there are just very few Hisuian mons left, not just that they're dead completely.
Perrin points out that Ursaluna is considered uncommon, and no particular fanfare is given to Hisuian Growlithe (in fact, it's implied they're still kicking in rural and religious places around Poke-Japan, considering there's komainu statues modeled after the line in Kitakami) or White-Striped Basculin. So generally speaking it's safe to say they're all uncommon at best, rare at worst.
Another example courtesy of SV's Pokedex is that we DO know for a fact however that Wyrdeer is extremely rare, because the conditions a Stantler lives in need to be harsh enough to force it to draw out its full potential, learn Psyshield Bash and master the Agile Style of battle and thus be eligible to evolve, which is currently only possible in Hisui.
The Hisuian pokemon are not exctinct. They will return if Platinum ever gets a remake.
Nah, Legends was your Platinum game. It specifically set up Giratina so the player's actions in Hisui would later go on to mark proof of its redemption in Platinum when it refused to allow Cyrus' plans to come to fruition instead of dickriding the opportunity like it originally did with Volo.
