Specialist doesn't mean gym leaders only, you literal moron, Paldea has 8 specialists in the gym leaders, a ninth one in the retired gym leader in your academy, then four Elite 4 member specialist in 4 other types and 5 more specialists in the 5 Team Star commanders.
You can't make a new type specialist for SV without repeating types. Not without introducing a 19th elemental type of course

Lacey and Drayton get more attention than the other two which makes me think they’ll get new Cross-gens like Kieran and Carmine (probably). Confirmed in Drayton’s case.
Crispin might have Magmortar as his ace and definitely will get Scovillain, and it’d be nice if he got Torkoal or Ninetales as a drought setter. Amarys I feel might get a steel cross-Gen so either Scizor, Steelix, Probopass, or based off her fashion, Magnezone. Kingambit also falls under this category but it’s Giacomo’s ace and is also used (badly) by Geeta
