All other dual type have only one starter (Poison/Flying/Steel/Psychic/Fairy) and even if you count Rowlet as Grass/Flying Starter you need a water type for this one.
I can't blame GF since I imagine a Grass/Fairy or Psychic will get OHKO by every Bug/Poison types in the early game

That can be easily solved by just making it gain the dual type in the final stage.
i want them to use more interesting dual types than fighting, dark, and ghost again. like seriously, where are the ice, electric, and bug starters? why do they keep using the same ones over and over?

Grass is so weird since they have 4 monotype so no dual type can complete a trio

Because a fire/ice starter would be seen as an unfair advantage due to both types being strong to grass
