They keep ruining him when they bring him back by trying to make him a multiverse super villian. He used to just be a simple mob boss, and that's all he needs to be. He doesn't need to try to take over other worlds, that's really dumb.
Rainbow Rocket Giovanni is an AU version that won in his home universe. Him losing in Sun & Moon doesn't reverse that since he'll always have one setting to bounce back from.
They repeatedly ruin Giovanni and undermine him for no apparent reason but incompetence.
His theme should be a slightly tweaked remix of the HGSS Team Rocket Battle theme.
He should have been portrayed with a Tyranitar added to his team, as well as Rhyperior.
He should have legitimately quit Team Rocket after the Kanto story, not just fake quit like the HGSS retcon.
Note that he can't really dedicated him self to Pokemon Training, because he's already in too deep; He's a wanted fugitive. He mostly disbanded Team Rocket out of shame that he lost to a 10 year old (several fricking times).

That's like saying films are about the edit and the story should be as simple as possible. Or that musicals are about the music and the story should be as simple as possible. At a fundamental level, a video game should use the mechanics to enhance the story. Having the story be disconnected from the game-play completely is the enemy of fun.

Video games were mostly minimal on plot outside of instruction manuals until the PS1 era and given how much of an audience there is for NES and SNES era games that had minimal plot, many don't value story as much as gameplay. There's a reason why mainline Mario games work, they focus on the actual game and the story is just a simple scenario. Pokemon was barely more complex than Mario plot-wise until Gen 3 where the focus began to ramp-up and then games like Gen 5 and ESPECIALLY Gen 7 shove the plot in your face to where the games lack replay-value.
