It never did. Only some >144hz 4K memegays cried that you could "only" do steady 60fps at launch. I played it all vanilla on my oldass i7-2600 + GTX1060, no issue.
But now all PC versions have been updated to match the "Windows Store" release, and it runs even better out of the box.
