Maybe not relative to the area you're in but gen 2 Kanto conditioned the player to be used to low level Pokémon very late into the game and Gligar, Misdreavus and the like conditioned players to know small rare Pokémon don't always evolve maybe you put 2 and 2 together and discovered tyranitar for yourself blind but 99.99% of people saw Tyranitar via promo art, a poster, a lunch box, the anime etc. Even if T-tar was "Spoiled" by a boss you still would have discovered Pupitar for yourself.
