I would say like only the first half. It teaches you the basics of programming (in a logical sense: variables, loops, conditionals and such) but after that it becomes more of a puzzle game. They didn't really thought the difficulty. The scaling is not good.
If you want to learn to program I would say just start coding.
Other cool programming/hacking games that I would recommend are HackNet and Bitburner
