Black person, the whole idea behind the Harry Potter's world is that magic society works parallel to the muggle one, trying as hard as they can to not interfere with non-magic affairs. There's no indication in the books that muggle-UK history would be any different from the real one, even with all the magic happening behind the scenes. Also, Hogwarts is clearly depicted as the magic school that draws its student population from the british isles.

You could have made a multiethnic 1890s Hogwarts with a diverse cast if you actually made it diverse in a meaningful way - with the cultures of the nonwhites being representative of all the different races and cultures that lived under the British Empire. Yep, it's inaccurate to the time period when england was majority white which is what the majority of the student base would be since Hogwarts primarily draws students from England, Scotland, Wales, and Ireland. Yeah sure they could have transfer students since travelling long distance is a non issue for wizards but they'd still be less than 5% of the student base. The diversity of the student base is clearly done just as a checklist so they don't upset the twitter brigade.
