Yes but every league out of Master League and Primier League have a cap of either 1500 cp or 2500 cp. Also some of the fast moves recharge energy faster at the cost of fast damage, but allows you to spam charge moves.

However great and ultra league have CP caps, and because Attack is weighted of heavily in the CP formula, lower leagues tend to favor Pokeon with defensive heavy stat arrangements since a Pokemon can fit more Defense points don't raise the CP as much. This also means that Pokemon with Low Attack IV's and High Defense IV's are usually preferred for great and ultra.
