why is this one so divisive? like half the people that play it call it a masterpiece and one of the best games ever, the other half think it's the worst in the franchise. how does that happen.
Because, to an extent, its flaws are deliberate. The aim of this game is to convey the idea that information control can mould a person's experience and by extension society. MGS2 sets you up with the tanker chapter, a conventionally "perfect" sequel that gives fans exactly what they want. Then you have the plant chapter which deliberately blue balls you at every turn. Raiden is confused, bewildered and needs saving repeatedly. He doesn't actually defeat half of the bosses, he doesn't prevent important characters from dying, basically he's not Snake. The game (and the patriots) want to demonstrate to you (and Raiden) how easily you can be misled and manipulated by simply curating information (promotional material for the game and the tanker chapter). The patriots want to show Raiden that humans are helpless and needs their help by making him feel like a powerless puppet, which is exactly what he ends up being. Its an incredible work of art but some people hate it because they just wanted a conventional sequel to MGS1.
The game doesn't have any flaws, it's just traditional Metal Gear Solid with a new hero and a completely polished finish. People who dislike the game are generally upset with the way it plays, only remembering their initial experiences with it. There's nothing actually wrong with the game, and the critics have long since become tempermental over the fact.
I think the biggest problem with MGS2 critique is that fans suddenly do not remember the fundamentals of criticism when arguing its merits. It's like Breath of the Wild all over again; personal conjecture is suddenly more valuable the artistic and objective triumphs.
This is all on the superficial level. On the deeper level it's a game about Kojima struggling with writing a sequel, and his desperate attempt to escape from MGS universe before plunging head first into it with MGS 3 and beyond.
I wouldn't call the whole meta narrative superficial, it goes hand in hand with the idea of a sequel. People always act like kojima was forced at gunpoint to make every game and he really didn't want to but that's such bullshit. He poured a lot into every entry and willingly went with it.

I like it. It was quite thought provoking when I played all those years ago. I think the themes and ideas are better than the gameplay, although I like the gameplay too. I never minded the bait and switch with raiden, it was a bit of a wtf when do I play snake again? Ever? moment, but the allusions of Raiden and his child soldier and vr past lining up with an interesting perspective on me being a child playing older metal gear games made my head spin and was pure kino to me.
it reminds me of the times when sony was actually good and wasn't completely evil
otherwise it's one of my favorite games on the ps2

But playing as Raiden was not particularly surprising or noteworthy, did people think Kojima invented sequel games having a new protagonist? I'll admit I went through for a while thinking "when are we gonna unlock playable snake" but i mean it wasn't a big deal to play as raiden and not really a "betrayal"
more surprising was raiden being a guy I thought it was a girl in the opening movie working alongside snake like Meryl

Well originally leading up to release all trailers only showed Snake, and not Raiden at all. So nobody even knew he existed and fans coming off of MGS1 were expecting to play as Snake. I pretty much had your experience too but you have to take into consideration the time it was released and the lead up.
