They never introduced new Pokemon during a generation until Gen VII. By which I mean a Pokemon that you can actually obtain and use in a main series game.

Zeraora, Blacephalon, Naganadel etc were not in base SM. We're getting "enhanced versions" in the form of DLC now so of course not all Pokemon are going to be in base SV like the old days where BW would have Genesect in the data day 1.

the generations have very clear hardware and release window defines
sm AND usum are both gen 7 games, and all pokemon introduced in both of them are gen 7 pokemon
They were only debatable till ultra got announced and added a couple new mons along with meltan since that was the first time new pokemon got added without a new gen being announced. People get way too attached to "patterns" sometimes.

Gen 9. The new mons are first, and so far only, available in SV. Honestly, surprising people still debate this.

You missed two. Gen 11 is actually just Galarean Slowpoke and then Gen 16 for Walking Wake and Iron Leaves. The DLC will be Gen 17 and 18.
