People who avoided talking about piracy also thought bad things would happen if you deleted My Computer. Those same people thought you had to have some kind of rare expensive device to burn PS2 dvds.
What used to happen is that websites allowed free downloads from users, and when the whole PIPA/SOPA thing came out, they had to "prove to the government" they weren't a piracy website, so not only they removed unmoderated downloads, but they also made sure no one talked about it. So even searching for piracy was a pain in the ass.
Add every game offering some kind of online functionality and Steam sales and consumers have no reason to pirate whatsoever. So the market doesn't care about piracy anymore, websites don't get in trouble, and people can openly discuss it with no repercussions.

There's a ton of pirate websites now and most of them are in jurisdictions where the law enforcement doesn't give a frick about piracy. It's sad that the russian forum and GOG-Games (the latter is already in CDPR's sights and they tried to C&D them but it didn't work out) are the only few reliable pirate sites that still have updated indie games since a lot of worthwhile games shifted towards being indie rather than big titles, and the Pirate Bay is flooded with bots that make lots of fake torrents. With Denuvo around it's also really not a good time for piracy because even when the game gets cracked it's only that version that will be cracked and the subsequent versions will have to be re-cracked from scratch.
