He didn't use Umbreon in the anime until after the games came out, so synergy was impossible.
Maybe some future remake of GS could do it, but Lapras has been a mainstay since HGSS, even appearing on the different than usual Let's Go team.
Blue couldn't use Umbreon because his Eevee already evolved by the time Red fights him in the league

I understand that they want kids to be able to play the games but kids are smarter than they give them credit for, and kids want challenge more than they think.
Nah, Blue is the equivalent of the 8th gym in other Pokemon games. Just because GSC happens to have 16 gyms instead of 8 doesn't mean the game is actually any longer in terms of runtime, and the levels speak for themselves.
GSC and HGSS end at Lance. You reach the credits, you beat the game.
fighting a level 80 pokemon with a level 80 pokemon is not more difficult than fighting a level 50 pokemon with a level 50 pokemon. if anything it's easier because you have more moves and evs/statexp
You should be asked to grind a little bit though. Never in any of those games did I approach a single gym leader underleveled even when rushing through. On my first play through as a kid I was always way too over leveled. I see what you’re saying, but the entry bar should be a little higher.
