I'm not sure how it works, I've gone straight there as soon as I could, taken the long way to get there, even delayed a month before going there and I've seen different levels of development/trainers there each time but never found the 10 trainers the boss asks you to defeat. Who knows, not really worth the time and effort to figure out.
It's cooler in Black 2 with the Tower. Coolest parts are the aesthetic and music though, no other place in Pokemon feels quite like it, and all the npcs are just money hungry.
