There are better versions on Mega Drive, PC Engine, and even 3DO. In general, you can safely avoid multiplatform titles on the SNES, it basically never has the best version.

Not really. It's a little janky feeling.
SSF2 on SNES is very, very, very close to the arcade SSF2. The timing, hit boxes, and overall game feel allow you to back and forth between the two versions very easily. This can't be said for any of the other early home conversions. Capcom did an amazing job with the home port of SSF2 (actually a home port of SSF2: The Tournament Battle (with additional turbo feature!) ).

Super is not bad, but its like.. SF2 feels like you're actually hitting people and inflicting damage, but its too slow.
Super feels like its a bunch of sissies slapping each other, but it has a choice of speed.
Turbo is pretty much classic SF2 but they ruined the colors so all the warmth is gone in favor of blueish hue and edgy portraits.
Hence that there's no real best version, every version offers a positive and a negative.
so my suggestion is to play all three, focus on classic SF2 for a month and try out every fighter, then pretend its the 90s again and you just got your Turbo cartridge and now you can play as the bosses. then after a month move on to Super SF2 and notice how the colors are better again but there's that slappity slap thing going on.

Well to each his own I guess, personally I always felt SF2T looked like a cheap romhack done by some guy with a silly romhacker name like ANIMUH9XcatD0G who released it as "SF2 AUTUMN EDITION"

I guess if you could only choose one version then go for SF2 Turbo, which aside from its shitty palette is still a very good SF2 experience.
they fricked with the sound, the punches sound like someone slapping you with a wet towel and the sfx is all tinny and the music is echoey as frick.
then you put on regular SF2 and its bone crushing effects. but.. slow.

No, I was just asking about home console ports. If I wanted to play a fighter for real, I wouldn't play an emulated arcade, I'd just play the newest iteration of the game on the latest console.
