Color TVs existed in the 1940s. Blue LEDs didn't exist until 1993. So it's more like 50 years.

What was hard about that is the only LEDs that were made at that point were red and green.
White LEDs came FROM blue LEDs
Because white light LEDs were only made possible by combining the three primary color LEDs first. And that required the blue one.

It would just block the light. Blue light is higher energy than green or red light. You can't just add energy using a filter.
