It's called plasti dip.
It's a thick spray paint that feels a bit like rubber.
Do you have direct evidence or a source for that?
None but I've handled both the net yaruze and plastic dip and they feel the same to me and I can't imagine Sony went with a super expensive process for what was just a PR stunt.

Of course not. Plasti Dip is a brand/product line, not one type of coating. It's like asking what kind of material the case is made of and getting an answer of "Sony"
The super expensive process would be getting a bunch of homosexuals to spray paint (aka, dip. lol) each case. There are many much easier/cheaper ways to get a matte finish. I've handled one before as well, and don't recall it feeling particularly rubberized. Then again, that was long ago, and I wasn't rubbing my dick all over it. Maybe one of the youtubers who rubs their dick on theirs daily can provide a detailed description of exactly how it feels?

The texture has a noticeable effect on the appearance. You're going to need to replicate that if you want it to look the same. If you just want to paint it black you can just paint it black.

This is basic stuff. You'll want to master such basics before attempting to paint a console. Especially if you're going to post the results. You don't need to frick up an actual PS1 case every time you try. Any old piece of ABS will do. You can even put your own stickers on it to test ways of masking them.

Replacement black PlayStation shells are available.
The person who makes these had plans for dark grey, blue, and green versions but they were canceled for the near future. Maybe in a year or two.
That shell looks pretty good though it's not net yaruze. Do you know where can I get it? I checked ebay but I don't know what's quality and what's chink stuff.
Search for "opaque black playstation shell" and there will be several sites. Opaque is your key word.
Sony used to make VCR's with this kind of slightly rough to the touch coating. It could possibly be something related to that.
I thought maybe Sony would have released a VCR with a remote with the same coating, but a look around ebay came up with nothin'.

I have an airbrush, and I’ve been wanting to paint a PlayStation black for a while with the Net Yaroze as an inspiration. Seeing that I myself nor anyone I know has ever touched a Net Yaroze, I don’t think I’d be bothered too much if the texture is off, but if anyone here knows a good paint type to use to potentially get close, please let me know. When I work up the courage to try, and can find a way to keep the Power/Open/etc text in tact or replace it reliably, I’ll post a photo.
I’ve heard people say Cerakote is a close match.
Try getting a cheap chink ps1 case as an experimental practice piece at first. That way you can test paint it and see how it turns out.
