Skyrim might be fine depending on your frame of reference. For me, coming from Morrowind and to a lesser extent Oblivion? It was just too shallow.
It kinda was, but I dont think that makes it "good". It's hard not to look fondly on it with starfield, 76 and fo 4 still relatively fresh iin the memory.
The majority of real time games could be turn based or continuum based and it wouldn't even degrade their quality. Most devs don't know shit about using rhythm in real time gameplay and just dump busywork on the player.

Highway 17 is my favorite level in HL2 and Water Hazard isn't far off.
The chapters of cruising in the buggy were the best parts of the episodes.
Overall the vehicles segments of the series are some of the greatest moments in gaming.
