I suppose that is the point right. Each member of the audience see the faction they want to see. But the lore the map implies seems interesting.
The only time the sides are clearly defined is towards the end of the movie. The Texas-California alliance makes it to DC and they're the ones who end up capping the president. The movie itself is more concerned about war crimes than the regular fighting, with shit like torture, field executions, and mass killings of non combatants.
