Because it looks too empty without something there.
But it's a difference between a walking tank and a surgical precision instrument.
It's confusing to me how people can't appreciate both styles, but then I'm an artists so I guess I'm more open minded about this kind of work.

Robots don't need to look muscly. They need armor plating to protect their servos and artificial muscles.
A human being would be much stronger if they had a thick carapace or hide instead of normal skin. You don't design power armor that leaves muscles exposed, either (unless it's female power armor).

Robots aren't walking blocks of metal. Theres wires, optical sensors, servos and a power core to protect from gunfire, rust and dust and electric discharges. If you're gonna make a robot that fights, you're gonna put armor on it, because even a .50 BMG can punch through 1.5 inches of metal. That's just common sense.

I would argue that if you were a super scientist thousands of years in the future, and you were making a fighting robot, you would ideally want a material that was very tough and very flexible, and something like that isn't unbelievable if your setting the year 5000 or whenever Megaman Zero is supposed to be set.
The idea that something isn't armored unless it's wearing chunky plate metal like a medieval knight seems like limited imagination.

Well, it is true. There's no material on Earth that can stop or deflect a narrow projection of dense mass or energy moving at high speed unless it's dense itself. Level IV Kevlar is impractical as it's not even strong enough to protect a human body from the blunt force of a .30 cal, and composite armor is too big for a human-sized robot. The simplicity of metal plates are the most effective, and have been proven so in thousands of years of history. After all, X's body did survive a goddamn colony crashing down on Earth, and it did last all the way to the MMZ era. They still use armor plates in Megaman Legends to, which is 3000 years in the future where robots can look like normal humans.
Whatever magic spandex armor Inafune came up with for MMZ is just too silly for me.

The more ramshackle look of the technology in the Legends series also points to the fact the old world has completely collapsed by that point though. I'd say Legends looks even less high tech than the original series, with how clunky and mechanical all of it's designs are, and I think that's intentional.
