They'll likely give it a regional form that doesn't evolve from an evolution stone, similar to Alolan Sandslash being a stone evo but not the Kanto version.

GameFreak has probably completely forgotten about venomoth, but it's stats are right in line with other second stage pokemon like Charmeleon. It's useless next to the other two stage moths, especially volcarona, but even frosmoth is just venomoth's stat spread with 35 more special attack and ice scales doubling its special defense

Making an evolution for it would be so easy, the ice on its face is very versatile. They could turn it into tusks, a spiky beard or armor.
