You had to have defeated all 8 mavericks and got every upgrade possible. You then beat then have to reach that point 5 times. Fastest way to do it was to have a nice day.
The jump with the ledge for the heart piece was much harder. I get you were e pected to use boomerang's shot to reel it in, but my 8 year old self just kept jumping until eventually I got it.

But that's what leads to the upgrade that lets you charge in the first place.

Yeah I always hated getting that powerup. You have to have near perfect timing on the jump and the wall kick to stay up there.

You break the outside blocks with the dash boots and then proceed to climb up with the boots.
