There is a colossal difference between "guy with a cape" and whatever the frick Mela is wearing. Hair is also very different, everybody is two toned fantasy colours now when in gen 1 every gym leader has a natural colour.
Even fricking Larry whose gimmick is looking normal has different coloured streaks. You can not honestly say they have the same design philosophy as the first couple of gens.

Lt. Surge the Electric type trainer is named Surge.
Koga the Poison type trainer is a ninja (they used poison.)
Sabrina the Psychic type trainer is a psychic herself.

There's also Erika the Grass type trainer who engages in traditional Japanese sakebana (flower arranging) and aromatics while wearing traditional Japanese dress, but I grant you this one is a bigger stretch, especially if you're not a nip.

That just leaves Blaine the Fire type trainer and Giovanni the Ground type trainer without clear connections between their names, jobs, or hobbies and their type.

The only time it really comes up is in Gen 7 with Lillie, whose actions are justified because Lusamine is an abusive parent, and Team Skull, who are portrayed as misguided youths and, while not completely villainous, aren't cast in a good light for rebelling the way they choose to rebel. The same applies to Team Star. Their initial justification for rebelling is solid, but they take it too far for too long and just end up turning into a bunch of causeless rebels accomplishing nothing but squandering their chances of receiving a proper education.

They aren't being forced to attend the school, but if they want to make use of the facilities and resources on hand then they need to abide by the rules. That doesn't mean self-expression is bad, it just means you can't show up to school dressed like a pro wrestler.

The irony here is that the dress code at the Academy in SV is pretty light by real world standards, students having a different uniform for each season is way more than most real students get. And the faculty's dress code seems pretty lax based on the different outfits most of the teachers wear. You clearly never attended a school that enforced a dress code or required uniforms if you think this is bad.
