Wow they really didn't even try for these movesets lmao. They knew the games were so easy that you would inevitably one-shot all their moms and not even see their moves anyway
It's objectively more effort to give them specific movesets than to just give them the levelup sets they would have.
The same thing that made all but one SV gym leader pokemon have less than 4 moves I suppose.

he didn't do shit, the devs did this so the AI would have no choice but to always pick this move no matter what, because it's objectively a waste of time to give this one mon in this one battle unique AI when they can just delete all its other moves. the real question should be why isn't it holding a choice item.
