With gen 1's crit rate Razor Leaf obeshots neutrals. Mega Drain keeps me alive, Leech Seed heals too little here. Cut is utility and for Poison types. And Sleep Powder needs no explanation.

It's a reward for continuing to train a pokemon with inferior stats.

Stone evos are often available quite early, and their stats can be pretty high. The trade off for evolving them early is that they stop learning new moves, except by TM.

I think it's fine for end-game, but having a decent normal move helps for the first 3/4. You don't really come across that many Grass resists by L55: there's Agatha who walls the shit out of you anyway, dragons getting locked into Agility, and Exegg who's a complete joke.
