Let's be real, most people who refuse to make an honest living are usually not the smartest people. They rob and kill because it's something they can understand, this is something kinda universal to criminals regardless of race. The reason the "criminal genius" in fiction is such a big deal is because it's so rare, most criminals can't do anything more complex than blackmail.
These days, the criminals are literal genius elitists who pay people to act like moronic criminals in order to seed scapegoats and diversions. There's a great game called metal gear solid all about it.
That's white collar crime and that's basically where all the actually smart criminals gravitate towards.

Problem 1: Tommy Vercetti is getting out and going to be walking the streets. The gang is gonna want revenge on him.
Problem 2: Vice City is controlled by an assortment of organized crime groups, and none of them are italian.
Solution: Send Tommy to start up a cocaine operation, and let him run wild. Then take over from him.
He was hoping Tommy was gonna do enough damage but die or stand aside. He didn't think Tommy would almost immediately go rogue and independent.
Sonny's plan was actually good because sending Tommy allowed him to get rid of a guy who had a lot of bad rep / heat on him while also giving him a reward for staying loyal (aka the start-up money for his own operation)
AND it allowed him to enter the drug business that the families objected to, while keeping a comfortable distance to the whole thing.
Sonny was NOT stupid, his only mistake was going against a videogame protagonist.

He doesn't really do it "immediately", most of the game is establishing connections with people and only after taking out Diaz (unspecified time later) he really has even the start of his own actual operation.
I don't remember if it was implied that Tommy sent any money for Sonny but he probably should've done something in order to not provoke his ire. But such an ending wouldn't be cinematic enough so we get to have a cool Scarface style shootout at the mansion.

zero, as shown in the last few missions. Sonny believes that he should be receiving a cut of the operations, as the money flows upwards in mob organizations. That's why he has those bozos run around in scooters. Then he comes down himself with an army to forcibly take over when the nice guy option doesn't work.
So since a lot of VC is not-Scarface, who would Sonny be from the movie?
