dont know the details, but some japanese licensing can be really weird. its outdated, but they used to sometimes license japanese voices only for japan.

Sherlock Holmes (the entire universe) went public domain last year (and the characters had already been for a while) but they probably don't care about updating it.

Because you don't even speak Japanese, you just turn on Jap voices with English subtitles, and then you miss all the action on the screen, and the subtle interactions between characters (making brief expressions at each other, etc), all the hours and hours of work that went into the background, etc. All you see is their faces sometimes, and the rest of the time you're just reading text on the bottom of the screen.
Why, and I mean frickin WHY would they want to give you the option to make hundreds of hours of their work useless, just so you can miss the entire point of the game and leave a shitty review?

It's Japanese licensing frickery. Some Japanese talent agencies want to charge extra licensing fees if their voice talent is heard by foreign customers.
usually its the opposite and the japanese interface is the thing thats pointlessly gated. typically steam is good about this but theres a couple of weird ass exceptions, pic related. Though theres usually japanese text mods online.
good luck getting a japanese interface on the playstation though. for some reason hardly any games have it. And unlike steam, you can't just look at a language chart and check real fast.
And on the opposite end is, shockingly, the switch. turn the system to japanese (or any language you want) and every game works perfectly fine.
I got good enough at this language and all I want to do is play games in japanese now, and I would have been happy buying playstation games but this has caused me to go full pc gamer mode. So stupid that the era of region locking is over but theres still language gates hidden all over the place. frick sony (though I think its mostly just japanese companies doing it themselves for some godforsaken reason)
My guess would be that they could only license the Japanese VAs in japan.
