For me it was KSP2, I was hoping they would fix it in a timely manner but the entire game's structure is rotten to the core. Maybe in 5 years when they finally decide to get out of unity shit.

Probably Starfield.
It's a game from a developer that has fallen so far from their heights, and in the entire run up to it's release they actually managed to convince most everyone that they wouldn't be falling into their same old habits.
I will say though, for every disappointment this year theres been like four games that have blown past my expectations. RE4, Pikmin 4, Baldur's Gate 3, even Advance War Reboot Camp looked like pure trash but turned out to be absolutely delightful.

FF16. I really expected more from the combat and story after the comparisons the devs made with DMC and Game of Thrones. Still my second favorite game of the year solely because of those eikon boss fights.
Wo Long and Rain Code were also disappointing for being worse in almost every way than their predecessors, Nioh and Danganronpa. Still decent 7/10 games though.

and the most disappointing game this year is none of them because nobody should get excited enough by new releases to be disappointed by them
the real answer is probably TOTK though, imagine waiting four years or whatever it is for what feels like an expansion pack instead of a sequel
Literally all of them, the only barely decent game was Asylum the Bunker and that's because I was so certain that game would be complete shit instead it was just mediocre
