it was the first "non-japan" region so I reckon they were overeager to incorporate as many 'western' themes as possible, rather than sticking more closely to their chosen country like future regions. maybe they didn't know yet if they'd go back to japan or not for future gens so this could have been their only shot at doing a 'foreign' region

It's interesting, because, after XY, I always found Team Plasma as something more akin to Kalos and Team Flare more like an Unova thing.
Kalos pass a more "modern medieval" feeling, Team Flare motif screams something more american.
Not really. Kalis was more high tech than any preceding region and had a big emphasis on fashion. Unova had a more pronounced intersection of tradition and innovation.
