Space travel is a foolish endeavor. There is zero guarantee that a new planet is close enough to send all of earths humans to it to colonize it. It could be LIGHT YEARS away. the NCR is doomed either way. It has grown too large. It needs to conquer more lands to pay for the upkeep and garrison of the lands it's currently occupying. It's also a decade away from a famine because arable lands can't keep up with the current pop growth. The NCR is the one faction that's doomed in the long run no matter what

Not really. With a NCR aligned courier, law and order can actually be restored to the wasteland. Things are going fine back in California. The only reason why the Mojave sucks is because the NCR got too ambitious and decided to take land more eastwards, while also suffering from heavy losses from both the BoS and Legion. With those two factions out of the way, it’s easy for the NCR to get back on their feet
