Modding games that are still in development is hell because of changes to the codebase and needing to update mods every time new content is added if you don't want to miss out on new stuff coughStellariscough which is part of the reason why CoC mods like OtherCoC and Xianxia only took off when the game was effectively abandoned. There were some mods for 2 and breasts before but the above generally culled desire to work on them at all. Also they go out of their way to try and make modding 2 annoying and if you talk about it on the forums (you shouldn't interact with this place anyway) you get blasted

The coding part should be easy if you are not a monkey or subhuman, the hard part is the writing and the choices. If you feel like you could write pages upon pages of half-decent smut while sprinkling in some nice moments then you might be able to do it

The actual game mechanics are not that complicated, you could produce something like CoC1 with an extremely simple game engine since it's just a text based adventure game with extremely limited UI, so literally babby's first game in terms of only the coding.
In terms of content, CoC1 was massive, and it would've taken one person years to write it all themselves, and likely they would've given up and never achieved the sheer breadth of content in the game if it was just one person. That's why the crowd-sourcing of CoC1's content was vital to its success, it allowed tons of content to be generated fast, and cater to a wide variety of tastes.
You can knock out the UI and RPG mechanics in a couple days, tops. Writing the scenarios and characters will be 95% of the work, how long it takes is up to you and how big you want the game to be.
If you are familiar with python you could probably have the framework for a CoC-like done in an afternoon. The hard part will be writing everything, since as a text-based adventure game it's got a literal novel's worth of text and then some.
If you use a program like twine, making the game part is actually incredibly simple, could probably do it in a weekend. The writing will obviously vary based on how big the game Is
Because this kind of stuff is logistically much more difficult to manage than people act like it is. It's of course super easy to write out a few scenes and change around a few parameters based on a few options, but when you scale that up and have tons of stats that should limit what is possible to do in specific ways and every scene has to be written within your custom scenario framework to account for all these possibilities, and you're managing a thousand odd scenes and hundreds of options, which might also be affected by previous events possibly occurring etc. planning and executing all this while managing bickering people is well beyond what random anons who claim it's actually easy know shit about.

Basically the same kind of open-ended world building that allows for near limitless expansion. I'd tweak the RPG mechanics a bit so magic is more directly tied to your corruption level, with spells existing on a spectrum of corruption, meaning that regardless of whether you're pure, corrupt, or neutral, you will have access to different types, or schools of magic. Overall I'd want magic to have a wider application than just combat, so you'd be able to cast some spells outside combat, including having spells as options while talking to people.
I'd want more content dedicated to my specific fetishes, obviously, but my primary goal would be to have no wasted characters. Every single named character in the game, from shopkeepers to companions, would be frickable. Some would be easier to get in bed than others, some would be exclusive to certain choices you make, but every character would have sex scenes written for them. I would have that be my mandate for the game: do not add a character without a sex scene with the player in mind. There can be other sex scenes that don't involve the player, but the player should have the option to frick every character given the right conditions.
I'd like there to be an overarching goal you can strive to achieve, but for the game world to be entertaining enough in its own right that you don't feel like you have to hurry along and finish it. To that end, I think maximizing the number of characters and monsters a player can frick is the best plan. Adding variations of scenes depending on which characters are present will give players a reason to keep going and trying new things.
I'd also like the game to be highly modular, where random encounters can be tweaked according to parameters the player decides at the start of the game.

Cait only has really basic TFs iirc, shit like making her breasts bigger gets one line referencing it in the standard scene and that's it. Maybe you can unlock one by giving her an item or something but it's still just a regular scene that you just aren't allowed to click on until you meet the requirements.
Berwyn is closest, but even he starts getting into the shitty template scene problem a bit. They're all still fully hand written, but if you actually look at them it just spits out an extra paragraph if hasbreasts==1, the scene without breasts is mostly the same as with them except the breasts paragraph. If you give him a c**t and then frick it instead of his ass, it just swaps out the ass sentences for c**t sentences.
It works, but it's still a lot of work, and the result is generally kinda underwhelming. You could do that for every character in the game, but it would kinda suck, you'd cut your number of characters in half at least, and they'd still end up pretty samey and generic even if you aren't fully algorithmically generating scenes because of the need to accommodate the same possibilities in every character. It makes way more sense to just make characters focused on appealing to the people that like them. The problem is that the writers just like shitty characters.

Killing characters can be quite a bit of work, depending on if if they're involved in any other scenes. If they're completely isolated it's just one scene for "you kill X", maybe some other characters reacting or something but if they have a threesome you then have to either disable that or rewrite it, if they are part of a quest now you're locked out of it, if they just ever get mentioned in the background of a scene you have to go and add a variable to change that if they're not there, sure you could just not care about any of that, but then you're not really killing the character if they keep showing up
that's just not realistic unless you're using a shitty template system for scenes like Lilith's Throne where nothing matters and every character is mechanically identical

That was a mod, I remember it very well. One of the earliest ones too, long before OCA or Xianxia ever came out. You get captured after touching a cage after searching with Explore and a woman enslaves you and keeps you in a cell. Modding games that are still in development is hell because of changes to the codebase and needing to update mods every time new content is added if you don't want to miss out on new stuff coughStellariscough which is part of the reason why CoC mods like OtherCoC and Xianxia only took off when the game was effectively abandoned. There were some mods for 2 and breasts before but the above generally culled desire to work on them at all. Also they go out of their way to try and make modding 2 annoying and if you talk about it on the forums (you shouldn't interact with this place anyway) you get blasted

How much effort does it take to make a game like CoC?
The coding part should be easy if you are not a monkey or subhuman, the hard part is the writing and the choices. If you feel like you could write pages upon pages of half-decent smut while sprinkling in some nice moments then you might be able to do it

The actual game mechanics are not that complicated, you could produce something like CoC1 with an extremely simple game engine since it's just a text based adventure game with extremely limited UI, so literally babby's first game in terms of only the coding.
In terms of content, CoC1 was massive, and it would've taken one person years to write it all themselves, and likely they would've given up and never achieved the sheer breadth of content in the game if it was just one person. That's why the crowd-sourcing of CoC1's content was vital to its success, it allowed tons of content to be generated fast, and cater to a wide variety of tastes.
You can knock out the UI and RPG mechanics in a couple days, tops. Writing the scenarios and characters will be 95% of the work, how long it takes is up to you and how big you want the game to be.
If you are familiar with python you could probably have the framework for a CoC-like done in an afternoon. The hard part will be writing everything, since as a text-based adventure game it's got a literal novel's worth of text and then some.
Just use AI to pad out all the filler scenes.
If you use a program like twine, making the game part is actually incredibly simple, could probably do it in a weekend. The writing will obviously vary based on how big the game Is

It's of course super easy to write out a few scenes and change around a few parameters based on a few options, but when you scale that up and have tons of stats that should limit what is possible to do in specific ways and every scene has to be written within your custom scenario framework to account for all these possibilities, and you're managing a thousand odd scenes and hundreds of options, which might also be affected by previous events possibly occurring etc. planning and executing all this while managing bickering people is well beyond what random anons who claim it's actually easy know shit about.

yes as a small example of how conditionals work best with separately tracked stats. also keeps you from having to track as many true/false variables to keep say your bawd from acting like a virgin if they back out of the glory hole room of the tavern 40 times in a row. Basically the same kind of open-ended world building that allows for near limitless expansion. I'd tweak the RPG mechanics a bit so magic is more directly tied to your corruption level, with spells existing on a spectrum of corruption, meaning that regardless of whether you're pure, corrupt, or neutral, you will have access to different types, or schools of magic. Overall I'd want magic to have a wider application than just combat, so you'd be able to cast some spells outside combat, including having spells as options while talking to people.
I'd want more content dedicated to my specific fetishes, obviously, but my primary goal would be to have no wasted characters. Every single named character in the game, from shopkeepers to companions, would be frickable. Some would be easier to get in bed than others, some would be exclusive to certain choices you make, but every character would have sex scenes written for them. I would have that be my mandate for the game: do not add a character without a sex scene with the player in mind. There can be other sex scenes that don't involve the player, but the player should have the option to frick every character given the right conditions.
I'd like there to be an overarching goal you can strive to achieve, but for the game world to be entertaining enough in its own right that you don't feel like you have to hurry along and finish it. To that end, I think maximizing the number of characters and monsters a player can frick is the best plan. Adding variations of scenes depending on which characters are present will give players a reason to keep going and trying new things.
I'd also like the game to be highly modular, where random encounters can be tweaked according to parameters the player decides at the start of the game.

Allow the player to kill, corrupt, purify and transform every single character.
This would realistically never happen because it's just too much work, but in an ideal world it'd be neat.

Berwyn is closest, but even he starts getting into the shitty template scene problem a bit. They're all still fully hand written, but if you actually look at them it just spits out an extra paragraph if hasbreasts==1, the scene without breasts is mostly the same as with them except the breasts paragraph. If you give him a c**t and then frick it instead of his ass, it just swaps out the ass sentences for c**t sentences.
It works, but it's still a lot of work, and the result is generally kinda underwhelming. You could do that for every character in the game, but it would kinda suck, you'd cut your number of characters in half at least, and they'd still end up pretty samey and generic even if you aren't fully algorithmically generating scenes because of the need to accommodate the same possibilities in every character. It makes way more sense to just make characters focused on appealing to the people that like them. The problem is that the writers just like shitty characters.
Killing characters can be quite a bit of work, depending on if if they're involved in any other scenes. If they're completely isolated it's just one scene for "you kill X", maybe some other characters reacting or something but if they have a threesome you then have to either disable that or rewrite it, if they are part of a quest now you're locked out of it, if they just ever get mentioned in the background of a scene you have to go and add a variable to change that if they're not there, sure you could just not care about any of that, but then you're not really killing the character if they keep showing up
that's just not realistic unless you're using a shitty template system for scenes like Lilith's Throne where nothing matters and every character is mechanically identical

I think the main problem when it comes to this lack of good game in this spehere is that people who like MGs are way too scattered.
There is a group within a group which goes off to other branches. Its impossible to get a big project going on like this, and why stuff like katawa shojo or snoot game is miracle level, and most likely cannot happen here.

I think that hinges pretty heavily on the kind of game you're making. Specifically what the gameplay/framing of the game is. Is the majority of the content going to be things happening TO the player instead of the player being the one to inflict? Then a woman is probably the way to go.
