Late 6thgen gaming was a testing bed for the absolute fricking shitstorm that Gen7 would bring. The hardware was UNBELIVABLY underpowered, the major corporations slowly gathering strenght for their massive push for monopolization of the industry created absolutely TERRIBLE conditions for actually talented devs, and cynically tried to either capture, or kill any major IP's of the past that had some good reputation.
Invisible War was an insanely rushed and underbudgeted game forced to accomodate for some of the absolutely worst hardware ever made. It did not have a chance. The hardware was so bad it literally could not run even the previous games of these franchises (DX and Thief both) properly. The studio was given a single year to make the game, and very little resources.
Late stage gen6 was the time major console marketers were starting to put into practice the philosophy that would then govern entirety of Gen7: Taking away considerations about the player base, and instead having them - the major corporations, be the sole controling bodies for the industry standards.
These games were made to reflect how companies like Microsoft wanted games to look like. Not to reflect what the actual audience wanted. It was the step in the push to take away control and choice away from the audience or the developers themselves.
IW is a result of the console manufacturer having the power to decide what the future of gaming is supposed to look like. Nobody else.

The problems with IW are not all technological. The writing is shit and there are no memorable side characters like Gunther Hermann and Anna Navarre. They characterisation of JC Denton was a disappointment to those who played the first game. If the game at least had a good story then people might have been willing to overlook the flaws.

The writing is actually the one part I would argue is... least terrible part of the game. I don't think it's great, it's a whole lot more generic and shallow, and the damn Evangelion/End Of Childhood angle is very played out, and hardly interesting in it's specific presentation, but there are at least still some memorable factions and sort of sense of larger events going on.
But I do agree the game has a lot of problems with direction, the biggest one being the very inconsistent, and overal very cheap sci-fi direction. OG DX has a consistent world that while REALLY steeped in that late 90's post-Matrix silliness, comes across as somewhat belivable, it has a bit of a technical, almost hard-sci-fi bend.
IW is waaaaaay too deep into the future magic world, and more importantly, comes across as REALLY inconsistent.
But while I do have somewhat higher opinion of the game's narrative, I don't think ANY quality of storytelling could ever actually salvage this absolutely broken, hideous mess of a game. The insanely poor U.I., the shooting which is worse than DX zero-skill shooting, the universal ammo, the levels too small to actually do the whole immersive sim thing, because you literally have on average 3 rooms to work with - that shit could not be saved by even IPL tier storytelling.
It's incredibly depressing to see this place, of all the places, being gradually filled up with gen7 kiddies. This place, of all the fricking places, is now the NUMBER 1 hang-out place for kids who think Halo 3 was the best thing ever.

A lot of massive corporations that weren't directly involved in console manufacturing also joined in on the trend, because they realized that even if they aren't directly making consoles, the new world in which players are deprived of agency will still allow them to get away with worse and more exploitative behavior.
Also, eventually, the industry DID find a way to self-regulate again. Things did bounce back. It took more than 10 dark, long years but eventually even the console nigs themselves started to gather their wits and push back.
But yeah. The moment when these corpo's realized JUST how much power over the industry they can exert, and how big and easily manipulatable the newly opened market of moronic american children and fratboys are was the worst moment for the industry, and plunged us into long, dark decade of the shit that was Gen7.
