Having to hit a 75% threshold for new content means that only the most safe, inoffensive content can be released, whereas cool expansions (like new skills, such as Sailing) have little to no chance of passing. This also makes it hard for Jagex to balance the game when an issue of that kind comes up.
Having an open line of communication with the players can be helpful, but near-total democracy doesn't work for an MMO.

Have you guys ever actually seen the type of moronic garbage Jagex polls, and all of the unbelievably stupid shit they've pulled in the past with RS2/3? Because the skills they tried to pass should've been overhauls to other skills (crafting/warding) or shouldn't even be skills but minigame (sailing). Over half the skills we have are still fricking dead or useless. OSRS doesn't need more skills, it needs overhauls of existing skills.

Of all the terrible shit that happened to Runescape, for me the biggest one is they just stopped making quests. I could probably tolerate OSRS' new garbage if they were still making quests like they did from 2005-2009.

On the one hand I'm glad they're not churning out Devious Minds, and it's nice that Ratcatchers might go from its sorry state to something decent but man they're missing plenty of opportunities to stick in more storytelling.
This, they need to pick up the pace of content release, it took me 18 months to max and in that time they re-released existing end game content and ported the borefest that is Nex from RS3. It's been a year since I maxed and there still hasn't been any meaningful or interesting content released.

That is literally how combat in OSRS works. Defence is a hit chance, not armor.
The literal only general armor thing is a shield that costs 865 million gp, and a set of meme armor with a practically redundant damage reduction ability since it has such a high base defense stat most attacks whiff anyway.
Meme shield with very few genuine use cases and a meme armour set that holds value because of inferno/rune dragons.
Also, prayer exists and negates all damage, and is so inherently broken that new content does chip damage through it irregardless of your equipment or has content balanced around switching prayers on correct ticks.
Everyone complaining about the devs literaly don't understand what actually went wrong with the game, and it's that the era of gaming fundamentally changed.
Fanbase went from 13 year olds just exploring, fricking around and doing whatever, trying to figure out the game while doing everything "wrong" but still having fun; to an audience of 20 year olds who solved and figured out every intrincancy of the mechanics and how to optimize every little aspect of the game including bug abuse.
Fact of the matter is, there is no way to get "old runescape" no matter how much you want it because it's part of another era of the internet, and no amount of changes to the game can EVER bring that exact same experience back. The devs are simply cattering today to what the audience that currently is playing wants.
