You can make a unit move multiple times at the cost of 1CP each, but they can only fire a shot or use an item once per phase.

I used the "cheese" strat of using penetration+demolitions+shocktrooper to beat the chapter 15 mission in VP4 where you fight agains the boss tank and Ice Valkyria at the same time because honestly frick that mission.
did the same thing when you fight klaus for the last time in the normal campaign. vulcan is a stupid bullet sponge even if you aim for the radiator with anti-tank mortars so it's infinitely more efficient to just bumrush with a roided up shocktrooper
Orders are broken as frick in 1. You could make anyone invincible, turn them into snipers, or activate all their potentials.
2 toned them down hard AND made them way too expensive to be useful.
3 eased up on the cost of 2 and added some new orders that were extra effective for the game's multi-map design.
4 was almost back to the same broken power as 1, but then slapped on a new layer of super Ship Orders that let you bomb the shit out of the whole map.
Fix the shitty rng aiming, delete the moronic invisible walls and make the AI actually have a fricking brain instead of making every stage a two option preprogrammed theatre
Get rid of the capture the flag based mission objectives. In general work to incentivize more tactics that aren't about rushing the flag with stacked orders.
If the button was pushed at the end of 4, it wouldve elevated the game to 12/10. People wouldve still be in shock about it. Why do writers go for the fricking safe option when on the precipice of being epic
Move on from the fricking 2nd Europan war and take place after VC2

A fresh new start. Stop the numbered titles, call it Valkyria Chronicles : ((country name)) to not scare potential newbies.
New country, new classes that fit the setting, make us care about the characters. You don't have to make an insane story, make something simple that works.
You can even keep the graphics from VC4, it looks good enough even for today, and if that helps with the budget then great.

They don't necessarily need an actual Valkyria, imo. VC1 established artificial Valkyrias as being a possible thing. They could have someone continue Maximillion's work to create super soldiers after scaling down the tech so you don't need something the size of the Marmota to activate it.

Autism incoming but the safe and cool option would be an Imperial focused story with an older protagonist whose strategies have roots in EW1, and how his old tactics conflict with modern warfare in EW2. The drawback is that all the squaddies would have to be male and the waifugays would hate that, although I like the idea of there maybe being a POW Gallian lady that he keeps as a sort of morality pet and debates the ethics of war with and eventually a corny melodramatic romance subplot with love across two completely diametric cultures.
Stupider but personally preferred option would be an over the top non-shit Valkyria Revolution sequel but instead they finally move past EW2 and put it in a Vietnam setting and make it a character action game. Edgy broody Velvet Crowe-esque protagonist fighting with a submachine gun and a KA-BAR who's part Valkyrian and can do magic fire knife enchanting shit, with a WAR HAS CHANGED angle where all the Valkyrians are pretty much dead outside weak half-breeds. Stahlschrott from VC4 would be there and basically be her moral compass and have a bit of Mordred/Sisigou thing going on like in Fate Apocrypha. I think interception fire should be limited.
Each unit will fire x magazines on intercept unless ordered not to do so or to only use x amount of their carried ammo (traits can exist which force them to have either a floor or ceiling with none at all being a potential). I think this opens up design and allows for more player approaches towards situations.
I also think snipers should have an overwatch system instead of interception fire. In the snipers turn, you designate a sightline to watch for enemies to hit (if they have an AT rifle you can tell them to wait for it to pass to hit the radiator) (traits can exist for a sniper to have more than 1 sightline to watch) OR shoot on its turn. Snipers should be unique in that they can only be picked once per turn. Mortars should not be able to move once they're set up and moving them requires you to tell them to tear down for a turn 1st. They can intercept with a rifle while tearing down provided:
inventory management should be a thing. Just like the tank upgrade slot system, you should be able to give each class of infantry the material you think they need to win. Whether you remove grenades to make room for ammo or whatever is up to you. Lancers and mortars can carry rifles like in some cutscenes. Shocktroopers can carry lances like in some cutscenes
Weight obviously impacts AP and traits can exist to hinder or help this process (unit must always carry this special thing, unit can have an inventory independent from its class)
This series realmy could have been another Fire Emblem situation where it gradually grows a fanbase and always safely makes money.
