He's originally looks exactly Florian. But it's decided that the story should involves easter egg of "character customization" from the game; and he has his hair changed because default Florian look similar to Ortega
IIRC it’s possible to customize SV character to look exactly like that. Also Florian looks fricking generic so the artist probably want to try something new.
