No filters at all, all they do is make people invent new ways to hurl insults.
If you must control what your players can say then limit all communication to predetermined phrases you access as quick commands. And even those will eventually gain new meanings that some people will find offensive.

This is the worst fricking idea ever. There's too many words to put literally everything but swears/slurs/whatever into it.
Also no filter is the best but if you have to have one just banning certain words is better I guess.
