I get what you mean OP. Unfortunately most hacks try to squeeze the entire Dex from that gen in so they tend to be quite busy even in Route 1. I can't speak for fan games but from my experience the Soul Silver and Black hacks are pretty good. They at least make it so Pokemon fit the routes (ie Route 1 will have rattata, latest, zigzagoon, bidoof and sentret).

It makes looking for what you actually want way more difficult, 100% can only be split so many ways.
Because choice paralysis is a thing. It just feels fatiguing when every route has 20 new mons to catch and pick from. I don't want every location to be tentacools and zigzagoons, but it's possible to go too far in the other direction as well. I don't want to always have the S-tier options easily available from the get-go like that.
I've never understood this mentality. Just pick something randomly and roll with it, it's Pokemon, you can succeed with anything
