NFS MW is my go-to for open world driving.
Pacific Drive has been fun, but it's pretty stressful.
forza horizon would be perfect for that, except you can't change the time even in offline free roam. I tried assetto corsa with steering wheel on these meme japanese highway map OP posted and it gets boring after 1 hour. MAYBE it's better with VR

unironically it would have been the crew. there was one particular radiostation in that game that had just the right kind of vibe for a chill very long drive through the world in that game. really sucks it went away.
For me it's FH4 in that regard, it is the most chill game, which I still play for 2-3 per week since years now mainly because:
-Weekly seasonal changes, with the most beautiful winter setting I've seen
-shit ton of cars
-Weekly challenges, with unique rewards (special cars, driver suits )
but you need to tweak that game first, or else it is pretty shit in standard setting, I recommend the following:
-remove all the hud elements, yes all including the mini map, even on the racing events
-remove all the driver assistance bullshit (but keep abs)
-put every other setting in realistic driving simulation
-I personally play complete offline on the cracked version, can't really stand people, but the choice is yours
also runs like a dream at 1440p 144FPS on a 2070, one of the best optimized games I've played

I think FH4 is the absolute worst. I never cared about multiplayer racing games, there's no singleplayer content its just

No sense of progression at all. FH3 was somewhat better about it and FH5 looks like it follows the same dumpster progression that is 4
