Based solely on map alone both those games are okay. I loved LA Noire's overall design of it's environments. If there was more to do, it might be at the top of my list. I actually love Skyrims open world, but the missions and dungeons are so tepid it sullies the experience. FFXII was mindblowing to me back in the day, and I always loved how populated that game felt.

It's absolutely RDR2 still. Other open worlds are simply empty of life and detail in comparison. Only GTA6 may possibly be able to compete against it at this point.

You got the shittiest taste and no understanding of game development whatsoever.
All three of those are prime examples why you should NOT use open-world maps for most games. They only hurt all three games, especially MGS5, which was also an unfinished game.
Only Breath Of The Wild and ToK have truly utilized the open world to its fullest. No restrictions, no obstacles, crazy amount of interactive systems to play with, and everything's hand-built like a video game level.
STALKER gets close second for its A-Life system and interesting setting + lore.

No they aren't.
I played BotW for 80+ hours before even attempting any of the story content. It's the emergent gameplay and the thrill of discovery and exploration that elevate BotW and its sequel far above the typical Ubishit.
Most games listed in this thread do open world concepts completely differently from one another. It's really stupid to say RDR2 is the best just because of the attention to detail, when all the quests in that world suck compared to Witcher 3 and the systemic design elements are a joke compared to BotW and TotK.
So, just basing purely on enjoyment of the games I'd rank my top 10 as:
1. Witcher 3
2. Elden Ring
3. Cyberpunk
4. Tears of the Kingdom
5. Breath of the Wild
6. RDR2
7. Skyrim
8. Arkham City
9. Forza Horizon 5
10. Fallout 4
Witcher 3, especially Toussaint.
