I initially liked it but replaying it over and over the past decade I have realized how catastrophic it was for Halo as a franchise and Bungie as a company.
I don't know if I would give any game a 10/10. Dark Souls is my favorite game but I would give it like an 8. Bayonetta is my second favorite game and I would give it a 9. I know this doesn't make sense but that's just how it is.

Closest is probably Earthbound for me, if you plus like half a point for the time it was made, it's very close to a 10/10 despite a small jank factor. The rpg genre has just devolved since, and Earthbound has an ok story, trippy but profound message, top tier music, decent gameplay, lovely setting, is very funny and somewhat deep at times.

10/10 is for perfection. Something a game can strive for, but never achieve, and that's fine. If it's just handed out like candy like journos do it loses all real meaning and purpose.
that makes some sense, but for me I can't justify having an unachievable rating on a practical scale. so I'd be willing to toss out 10/10s to games that may have some minor flaws or nitpicks but are otherwise very remarkable or successful at being what they're trying to be. especially if they wind up being unique experiences or rewarding in some unexpected or unusual way. I guess a 10/10 for me would mean "a game that might not be perfect but which is vital to experience if you like games"
