Sonic already found its footing in the adventure games. It just needed to make a fully-fledged game based on Sonic and not deviate to completely different gameplay styles along with added polish. The boost can only ever shine in purely linear obstacle based levels, in an open ended game like Frontiers you have to make the levels so fricking massive to compensate.

Since other posts already mentioned a bunch I'll go with Gamefreak saying the dexcut happened for "high quality animations" I don't even think it was that inevitable in a vacuum but with the leap to more powerful hardware and no upsides for the cuts there is no excuse
I don't know why the 2D parts are even a problem. Crash Bandicoot and Mario do it all the time. Sonic fans are insufferable with their super specific expectations.
